Hijo del actor, cantante y productor teatral Jerry Wayne, Jeff Wayne (Nueva York, 1 de julio de 1943) se crió principalmente en Estados Unidos, aunque pasó parte de sus años de formación en el Reino Unido después de que su padre ganara el papel de Sky Masterson en el musical original del West End, Guys and Dolls. De vuelta a Estados Unidos, se trasladó a California, donde se formó como periodista y tocó en varias bandas locales, siguiendo su pasión por la música. En 1966, su padre produjo una adaptación musical de Historia de dos ciudades, de Dickens, a la que no llamó imaginativamente Dos ciudades. Wayne Junior compuso la partitura y comenzó su carrera musical. Durante los años siguientes compuso y produjo música para anuncios, televisión y películas, convirtiéndose en una persona muy prolífica, antes de asociarse con David Essex para producir su álbum Rock On, nominado a los premios Grammy. Poco después empezó a trabajar en lo que se convertiría en su obra magna: la adaptación musical de La guerra de los mundos, de H.G. Wells. Su mezcla de hard rock y música clásica combinada con literatura contó con la participación de Richard Burton, Justin Hayward, Phil Lynott, Julie Covington y, como era de esperar, David Essex. Wayne compuso la banda sonora de la película Espartaco (1992), pero su trabajo desde entonces ha sido menos destacado, aunque sigue componiendo y produciendo desde su base en el Reino Unido. Publicado originalmente en 1978, el álbum doble The War of the Worlds dio lugar a dos expansiones de remezclas, The War of the Worlds: ULLAdubULLA en 2000 y The War of the Worlds: ULLAdubULLA II en 2006. En 2012, una nueva versión titulada The War of the Worlds - The New Generation contó con la participación del actor Liam Neeson y los músicos Alex Clare y Ricky Wilson.
